Can deleted photos be recovered?

Yes. Deletion is performed through the system photo library; photos go to "Recently Deleted" first and can be restored from there.

Photo Library Access

The app needs photo library access to scan your photos. If not authorized, enable it in "System Settings → Privacy & Security → Photos".
